Issue resolved...

I was trying to run the report with the DCT database on the server. The "Rule definitions" line at the top had "not yet available" because it couldn't find config.xml since I had deleted the quicktune folder in my local Notes data folder (following a suggestion in another thread). I found that if I opened a local copy of the template, the quicktune folder was created and it picked up the rules date (11 May 2010). I could then revert to running the report from the server-based copy.
